1937-1938 Deputy People’s Commissar of Heavy Ind. From 1938 director, Noril’sk Metallurgical Combine. During and after VVW 2 USSR Deputy People’s Commissar (Min) of Internal Affairs.
Directed construction of major enterprises. Also worked for USSR Council of Min. 1953-1955 USSR Deputy Min of Medium Machine-Building.
From 1955 deputy chairman, USSR Council of Min and USSR Ministry of Medium Machine-Building. At 17th (1934) and 19th (1952) Party Congress elected candidate member, Central Committee, Communist Party of the Soviet Union. At 20th (1956) Party Congress elected member, Central Committee, Communist Party of the Soviet Union.
