Lyudmila was educated at Sverdlovsk State Medical Institute (1976), specializing in Pediatrician and at the Faculty of National Economy of Sverdlovsk State University of Economics (2003, with honors), majoring in economics.
Lyudmila began her career as a district pediatrician. In 1988-95 she became the head of the children's polyclinic. Since 1995, she worked as a deputy head of the Health Department. She also took part in the work of the Board of the Association of Heads of Closed Administrative and Territorial Entities of the Russian Federation on the organization of public health, engaged in teaching activities, studied the experience of organizing family medicine in Sweden. In 2005 she was appointed deputy head of the Federal Medical and Biological Agency of the Russian Federation.
