Member North Carolina Board of Claims during Civil War. Member, leader North Carolina Convention of 1865, drew ordinance declaring the ordinance of secession null and void from the beginning.
Served on commission to suggest such changes in laws as were made necessary by emancipation and wrote report later adopted by state legislature which recognized citizenship of the freedmen. Member North Carolina Convention of 1866 which drew up new constitution, induced convention to adopt it and submit it to people, unsuccessful in urging its ratification.
