He is an economist. His previous roles include Chief Executive at National Health Service Yorkshire and the Humber, Chief Executive at City of York Council and Director-General at the Department of Health (2005-2007) responsible for health and social care strategy, system reform, and policy development and implementation. He was said by the Health Service Journal to be the 21st most powerful person in the English National Health Service in December 2013. His salary (£175000) was the twenty-eighth highest in the National Health Service in 2013.
