Lubega was born in Buganda, Uganda, in 1929, where he received his early education and qualified as a teacher.

He later studied journalism in Germany and worked as a script writer and radio presenter.
He is the author of the novels The Burning Bush"(1970), and The Outcasts (1971). In the mid-1950s, he worked for a number of newspapers in Kampala, and published his own pictorial magazine, Sanyu.
