Boris Sergeevich graduated from the Physico-Technical Faculty of the Voronezh Polytechnic Institute (1979), the Russian Academy of State Service under the President of the Russian Federation with a degree in State and Municipal Management (1997).
Since 1979, Boris Sergeevich was the engineer of the research sector of the Voronezh Polytechnic Institute. In 1980-1983 he was a graduate student of Voronezh State University. Since 1994, he’s been the plenipotentiary representative of the President of the Russian Federation in the Voronezh region. Since 1999, Boris Sergeevich has been the plenipotentiary representative of the President of the Russian Federation in the Belgorod and Voronezh regions.
