Boris Sergeevich graduated from the Physico-Technical Faculty of the Voronezh Polytechnic Institute (1979), the Russian Academy of State Service under the President of the Russian Federation with a degree in State and Municipal Management (1997).
Career
Since 1979, Boris Sergeevich was the engineer of the research sector of the Voronezh Polytechnic Institute. In 1980-1983 he was a graduate student of Voronezh State University. Since 1983, assistant, senior lecturer, associate professor of the department of philosophy of the Voronezh Polytechnic Institute. Since 1994, he’s been the plenipotentiary representative of the President of the Russian Federation in the Voronezh region. Since 1999, Boris Sergeevich has been the plenipotentiary representative of the President of the Russian Federation in the Belgorod and Voronezh regions.
Since 2001, the acting deputy head of the administration of the Voronezh region, then the 1st Deputy Head of the administration office of the Voronezh Region - head of the department of social planning. Since 2002 - head of the development department, director of corporate relations department of ZAO "Soyuzmetallresurs" in Moscow.
