Dr. C. C. Wang was born in Lanzhou, Gansu province, China in 1882.

Dr. Wang studied at the Peking Methodist University, at the same time serving as an interpreter in the American Legation in Peking, China in 1900-04. He also studied science at Ohio Wesleyan University in 1905-06. Then he received Bachelor of Philosophy degree with honors in civil engineering, Yale University in 1908. After that he received from the University of Illinois Master of Arts degree in railway administration in 1909 and Doctor of Philosophy degree in economics and political science in 1911 (the subject of his dissertation being "Legislative Regulation of Railway Finance in England"). While in the University of Illinois he was awarded Wu Ting-fang's scholarship in 1909.
Ching-chun Wang was a president of the Chinese Students' Alliance in 1907-08, a president of the Cosmopolitan Club in 1908-09, a president of the association of Cosmopolitan Clubs in 1909-10. He was also a honorary fellow in railway administration and lecturer on oriental history and commerce, University of Illinois in 1909-11. Then from 1908 till 1909 became an editor-in-chief of the Chinese Students' Monthly. Upon his return to China in 1911, he was appointed a member of the Board of Communications and joined the revolution and became senior counsellor to the Ministry of Foreign Affairs of the Provisional Government in Nanking, China.
After that he occupied positions of co-director of Peking-Mukden Railway in 1912-18, co-director of Peking-Hankow Railway and concurrently acting Chairman in charge of the Commission on -the Unification of Railway Accounts and Statistics in 1918-14. After that Mr. Wang was a director of the Department of Railway Finance and Accounts in 1914-16, counsellor and concurrently comptroller-general of the Ministry of Communications in 1916-17, managing-director of the Peking-Mukden Railway in 1917, managing-director of the Peking-Hankow Railway in 1917-19, technical delegate of the Chinese Government to the Paris Peace Conference in 1919, associate Director-General of the Chinese Eastern Railway in 1920, chief of the Railway Department in the Ministry of Communications in 1921-22, Director-General of the Chinese Eastern Railway in 1922-24, chief Delegate of the Chinese Government to the International Telegraphic Conferences in 1921-22.
Ching-chun Wang was also members on British Boxer Indemnity Advisory Committee in 1926, director-general of posts in the Ministry of Communications, and concurrently chief delegate of the Chinese Government to the Washington International Radiotelegraphic Conference in 1927, Director of the Educational Mission of the Ministry of Railways in the United States in 1928-31, Commissioner and Director of the Chinese government Purchasing Commission in London since 1931.
He was awarded the 2nd order of Wenhu in 1920, 2nd order Tashou Paokuang Chiaho in 1920 and 1st order Tashou Chiaho in 1922.
