Kwo Chung-hsi was educated in North China Union Academy and Tianjin Anglo-Chinese College.
Mr. Kwo served as assistant traffic inspector of Peking-Shenyang Railway, Tianjin District, in 1916. He transferred to Chinese Eastern Railway as transportation inspector in the Inter-Allied Technical Board in 1920. In 1921 he was sent to Canada to study railroading on Canadian Pacific Railway by the Ministry of Communications. In 1923 Mr. Kwo proceeded to United States and Europe to study railway systems.
Upon return to China, Kwo Ching-hsi became traffic inspector and acting assistant traffic manager of Peking-Shenyang Railway. He was appointed assistant general manager of Chinese Eastern Railway in 1925. In 1927 Mr. Kwo went to Europe as a head of the Commercial and Industrial Delegation composed of members of Harbin General Chamber of Commerce, Oil Mills Association and the Bankers' Association, organized under the auspices of Chinese Eastern Railway.
Kwo Chung-hsi was delegated to attend the International Railway Conference held in Paris in 1928. He was appointed adviser to the Bureau of Sino-Russian Conference, Shenyang. Mr. Kwo attended the 8th Manchuria-Japan Through Traffic Conference in Seoul, representing Chinese Eastern Railway in 1929.
