Chetkovich graduated from Stanford University as a Bachelor of Arts with honors in 1970. She then became a Master of Public Policy at the University of California at Berkeley in 1987, as well as a Doctor of Philosophy seven years later.
Chetkovich worked as a vice president and program director of the company Family Planning Alternatives in Sunnyvale, California from 1972 to 1985. She then was a senior analyst and project director at the organization Berkeley Planning Associates for two years from 1987.
Chetkovich moved to the University of California at Berkeley in 1994, serving as an instructor in public policy and in education for two years, becoming an affiliated scholar with Beatrice M. Bain Research Group from 1994 to 1995. Her next working position was at Mills College, she held a position of a visiting assistant professor of public policy-making and administration for a year from 1996. From 1997, she served at Harvard University as an assistant professor of government. Chetkovich worked as an associate professor and director of public policy program at Mills College for three years from 2005. From 2008 till 2016, she was a professor and director of public policy program at the college. Chetkovich has been working as a professor emeritus of public policy program at that educational institution since 2017. She teaches courses on public management, diversity in the workplace and research methods.
She is the author of numerous articles and book reviews. Additionally, she is a contributor to periodicals, including Express, as well as the author of a book Real Heat: Gender and Race in the Urban Fire Service and From the Ground Up: Grassroots Organizations Making Social Change. Chetkovich's research interests include public service education and the trend toward cross-sectoral careers, and organizational and social change, with attention to the influences of race, gender and occupational culture.
