Carol Ruth Donoughue received a Bachelor of Arts with honors and a Master of Arts from Oxford University. She received a diploma and a postgraduate certificate of education from the National Froebel Foundation and a diploma in educational administration from the Institute of Education of the University College London (UCL).
In 1958-1959, Carol Ruth Donoughue was a teacher at Lesley College Laboratory School, Cambridge, Massachusetts. Then she worked as a primary grade school teacher in the United Kingdom in 1959-1960. She was a producer of educational programs on BBC TV, London, in 1960-1965. She turned to part-time teaching in primary schools in 1965-1975. Donoughue was an officer at the National Union of Teachers in 1976-1979. She was a lecturer in language development at the Open University in 1979-1981; a research fellow at Middlesex University in 1981-1983. In 1983, Carol Ruth Donoughue became an inspector of schools for Her Majesty, Queen of the United Kingdom, and worked until 1993. Then she was a head of the inspection unit at the UCL Institute of Education, 1993-1996. She worked as a consultant in the field of education in1996-2000. She also served as a governor of Phoenix High School and Bedales School; contributed to articles to various education journals.
As a writer, she has spent most of her professional life writing mostly to do with education and always for adults. She was at home for ten years, looking after four children, and during that time she wrote two short nonfiction books for nine to eleven-year-olds. She is sure the competition from television and the Internet means that a writer has to fight for their attention; that should not lead to poor imitations in book form of what they receive on the screen.
Carol Ruth Goodman married Bernard Donoughue in 1959. They divorced in 1989. From this marriage, she has four children: Rachel Anne Donoughue (born in 1965), Kate Miriam Donoughue (born in 1967), Paul Michael David Donoughue (born in 1969), Stephen Joel Donoughue (born in 1969).
Lord Bernard Donoughue is a United Kingdom politician who sits in the House of Lords for the Labour Party. He has been on the board of the climate science denial campaign group, the Global Warming Policy Foundation (GWPF) since its inception in 2009. In January 2019, he took over from former chancellor Nigel Lawson as the chairman of the GWPF.
Donoughue was made a peer in May 1985 and served as Minister for Farming and the Food Industry in the UK government from 1997 to 1999. He opposed Labour's ban on hunting with dogs and has described himself as "antique Blue Labour," indicating a preference for socially conservative policies.
Donoughue began his career as a reporter for the Sunday Times and Sunday Telegraph, after which he became a Reader in Politics at the London School of Economics. He served as head of Labour Prime Minister Harold Wilson's newly-created policy unit between 1974 and 1976 and continued at Downing Street until 1979 under his successor, James Callaghan. He was then at the Economist Intelligence Unit before briefly working as an assistant editor at The Times but was soon ousted by Rupert Murdoch. Between 1983 and 1988, Donoughue worked in investment banking.
