Carol Hughes was born in 1955 in Yorkshire, England, United Kingdom. She grew up in England, in a seaside town where her parents kept a small hotel.
Carol attended Brighton College of Art in England. As a young girl, she hoped to become a ballerina, but her height proved to be a detriment, and in her teens Hughes began to devote more time to artistic pursuits.
Carol began working as an animation artist in the pre-computer era, when it was necessary to painstakingly draw and color every frame by hand. Marrying a former colleague, Hughes moved with her husband from England to the United States, where he accepted a job in San Francisco, California, and Carol, unable to secure a work permit, began writing to pass the time.
Five years later, Hughes's first book Toots and the Upside Down House, was published.
Hughes decided that Toots was worthy of a sequel, and Toots Upside Down Again was released in 1998. Books for Keeps reviewer Andrew Kidd appreciated an especially "amusing confrontation with two haughty maggots (who pronounce their name 'Maggo')." Comparing Toots Upside Down Again to the work of J. R. R. Tolkien, Kidd recommended Hughes's "exciting fantasy" to "fluent upper junior readers or lower junior listeners."
Jack Black and the Ship of Thieves is another of Hughes's imaginative creations. Carousel critic Chris Stephenson cited the story's title alone as "a further display of the author's rich inventiveness, strong narrative drive, and sharp sense of fun."
She now lives in Los Angeles, California, with her husband and two daughters.
