Tze Charles S. Y. Shu studied political science and law at Christ College, Cambridge, England and also theUniversité libre de Bruxelles, Brussels.
Mr. Tze served as a secretary to the Chinese Legations in Belgium, Switzerland and Spain. He took the post of a secretary to the Chinese Delegation to the Paris Peace Conference in 1919. In 1920 Tze Charles S. Y. Shu became an officer of ceremony in the President's Mansion. He was appointed counsellor to the Ministry of Interior in 1921. Since 1922 he served as an acting director of the civil affairs department of the Ministry of Interior. Later Mr. Tze was a substitute delegate to the International Labor Conference at Geneva.
