Chiang Hung-geh graduated from Meiji University in Tokyo with the degree of Bachelor of Laws.
Mr. Chiang was a professor of Law in the Provincial College of Law of Shandong in 1897. He was appointed a district magistrate in the same province in 1899. In 1895 he became a secretary in the Ministry of Interior. Chiang Hung-geh entered diplomatic service in 1907 as Vice-Counsul in Yokohama, Japan. He served as a private secretary to the Minister of Foreign Affairs in 1912. In 1915 Mr. Chiang was appointed first secretary of the Chinese Legation in Tokyo. He acted as a charge d'Affaires in 1921, 1922, 1925, 1930 and 1931. He was promoted Councillor of the Legation in 1931.
