Kutz, Charles Willauer was born on October 14, 1870 in Reading, Pennsylvania, United States. Son of Allen and Emily (Briner) Kutz.


Graduated from the United States Military Academy, 1893. Engineer School of Application, 1896.


Add. Second lieutenant engrs., June 12, 1893. Second lieutenant October 2, 1895. Promoted through grades to colonel, June 1, 1920.

Served as colonel, later brigadier general N.A., 1917-1920. Duty Willets Pt., New York, 1893-1896. Fortification, river and harbor work, Baltimore, Maryland., 1896-1900, Portland, Maine, 1900-1901.

Assistant to chief of engrs., Washington, District of Columbia, 1903-1906. Instructor military engineering, United States Military Academy, 1906-1908. Fortification, river and harbor work, Seattle, Washington, 1908-1911.

Chief engineer officer, Philippines Department, 1911-1914. Engineer commissioner District of Columbia, 1914-1917. In France, 1 year, 1917-1918.
