Mr. Chow was born in Linhai, Zhejiang, China in 1898.

He graduated from Baoding (Paoting) Military Academy.
Mr. Chou started his career as Lieutenant in the 2nd Division of the Zhejiang (Chekiang) Provincial Army and became instructor at the Whampoa Military Academy, Canton. Then he served on the General Staff of the 21st Division and later as Chief of Staff of the 11thDivision and made Regimental Commander in the 21st Division in 1927. Chou Chih-jou served as a Brigadier General in the 11th Division in 1930.
He was a Vice-Commander and later Commander of the 14th Division. Mr. Chou participated in the revolutionary campaigns in Henan (Honan), Shantung and Hunan, and in the Red-suppression Campaign in Jiangxi (Kiangsi). Later Chou Chih-jou toured the world studying aviation after he resigned his post as Vice-Commander of the 18th Army and returned to China in the spring of 1934 and was since Commandant of the Central Aviation School.
