Dmitry Sergeevich Folomeyev was born on September 5, 1913, in the village of Ivanovka, Sarajevo district, Ryazan Oblast, Russian Federation in a peasant family.
Dmitry Sergeevich got incomplete secondary education. He graduated from the Leningrad Higher Officer Armored School. In 1950 he graduated from the higher officer automobile school.
From 1934 till 1936 and from July 1941 was in the red Army. Since August 1942 he was at the front. Since 1954 he had been in reserve. Platoon leader of the 306th Tank Battalion of the 106th Tank Brigade of the 12th Tank Corps of the 3rd Tank Army of the Voronezh front. On January 14, 1943 he, using a combat vehicle, broke into in the village of Mikhailovka, rammed the enemy tank, during the night fought with the enemy, participated in the capture of the division headquarters, banner and documents. On January 17, 1943, in the battle for the village of Tatarino (Evdakovsky district), Folomeyev's tank was hit, but the crew continued the battle until Russian troops arrived.
