Donald H. Roy was born on July 29, 1944, in Hartford, Connecticut, United States. He is the son of Donald H., Sr. and Madeline (Reynolds) Roy.
Roy graduated from Bard College with a bachelor's degree in 1966. He then received his master's degree from Georgetown University in 1970 and a doctorate from the University of Notre Dame in 1977.
Roy started his career as an assistant professor of political science at Carroll College in 1978. Four years later, he became a director of research at Dallas Chamber of Commerce, Dallas, where he worked till 1987.
Roy then became an assistant professor of political science at Jefferson Community College, and since 1989, he worked as an associate professor of political science at Ferris State University.
Donald H. Roy is best known as the author of such works on politics as Dialogues in American Politics, Public Policy Dialogues, and The Reuniting of America: Eleven Multicultural Dialogues. His recent works include Plato's Mythoi: The Political Soul's Drama Beyond and Women and Children First: The Horrible Hartford Circus Fire.

1996Roy is a member of the Amnesty International, Catholic League for Civil Rights, Michigan Conference of Political Scientists and Catholic League for Civil Rights.
Roy was married to Bernice Phyllis, however, the marriage ended in a divorce on August 1996. The couple gave a birth to two children, Daniel and Marisa.
