Chief of secretary, Bureau of Indian Affairs, 1917-1918. Department of State, 1918-1919. Appointed United States consul, 1919, and served successively at Maraćaibo (Venezuela), Fort William and Port Arthur (Canada), Guadalajara and Mexico City (Mexico).

London; then consul general at London, Panama, Montevideo (Uruguay) and Costa Rica. 1st secretary of Legation at Montevideo, San Jose (Costa Rica) and Guatemala City. Also charge d’affaires at Montevideo, Guatemala City and San Jose.

Counselor of embassy, Montevideo, 1942. Retired from Service with rank of counselor of embassy and consul general. Now president Negociacion Sur Peruana, S.A., headquarters in Arequipa, Peru.
