Dunstan Omari was born on August 9, 1922 in Newala, Tanzania. He is a son of Reverend Alphege and Josephine Omari.

Educated at St Joseph’s Secondary School, Chidya and St Andrew’s, Minaki before going to Makerere to get a teaching diploma. After three years as a teacher, he traveled to the University College of Wales, Aberystwyth and took a Bachelor of Arts degree in economics in 1953.
In 1955 he was the first African to become a district officer and district commissioner (1958-61) when he was appointed Tanzania’s first High Commissioner in London from 1961 to 1962. He returned home as Permanent Secretary in Julius Nyerere’s Office. He was also head of the Tanganyika civil service and secretary to the cabinet.
In 1964 he was made secretary-general of the fciast African Common Services Organisation and later the East African Community when it was established under its current name in 1966.
He left in 1968 and went to live in Nairobi where he is a company director (of about 20 companies besides his own) and a management consultant and still finds time for photography and carpentry, which are his hobbies.
In 1962 he married Fidelia Shangali.
