Eitaro Komatsubara was born on the 6 of March in 1852 in the family of a retainer of the Toyama Clan.
In 1874 Eitaro Komatsubara entered Keio Gijuku - predecessor of Keio University.
In 1875, Eitaro Komatsubara became editor of Hyoron Shinshu magazine. In 1876 Eitaro wrote an article for Hydron Shinshi magazine, which offended the authorities, that is why he was thrown into prison. After the release he joined the Choya Shimbun, and then in 1878 was publisher of Sanyo Shimbun. Joining the Foreign Ministry in 1880, he was sent to Berlin as a secretary to Japanese Embassy there. Returning home, through the recommendations of Aritomo Yamagata, in 1887 Eitaro was appointed secretary to Home Minister. Later he was in turn Governor of Saitama, Shizuoka and Nagasaki prefectures, vice-minister of Ministry of Justice, then of Home Ministry. In 1900 with the collapse of Yamagata Cabinet he resigned from Government service and was nominated to House of Peers and became President of Osaka Mainichi Shimbun. Eitaro introduced various reforms in elementary education, specially in the popularizing of Kana (Japanese alphabet). He was Minister of Education in Katsura Cabinet in 1908 and after its collapse, in 1911 he became President of Takushoku (colonization) College and then of Kokugaku-in College.
