Prepared by a group of experts within the CROP network, this book was a state-of-the-art report on poverty and poverty research in different regions in 1996. As such, it was unique and the first volume ever to cover poverty studies worldwide, and to present the rich variety of concepts, hypotheses, and data used in different disciplines in different cultural settings. The book contains a great number of ideas and reflections on poverty manifestations, poverty research, and poverty strategies, of great value for researchers and policy-makers alike. During the World Summit for Social Development in 1995, UNESCO organized a Round Table, in collaboration with the Comparative Research Programme on Poverty (CROP), to discuss the problem of promoting the participation of the poor in civil society. Poverty reduction has come to be proclaimed as the core function of international development agencies, including the World Bank. This book focuses on a notion of best practice, and the key role which it can potentially play in strengthening anti-poverty strategies. Contributors explore the social and organizational factors influencing the transition of an ordinary particular anti-poverty project or strategy into becoming established as best practice. They examine the critical policy-relevant aspect of the conditions under which a best practice, once identified, and embedded as it is in a social setting, can be successfully transferred to other situations and countries.

Else Sjorup Øyen was born on February 7, 1934, in Copenhagen, Denmark.
Else Øyen received a Master of Arts degree from the University of Oslo, Norway, in 1960. Later she obtained a Doctor of Philosophy degree from the University of Bergen, Norway, in 1973.
Else Øyen began her career at the University of Bergen in Norway where she raised from research fellow to an associate professor in 1972. Three years on she became a professor of social policy and social administration, the position she held till 1983. From 1983 till 1985 and from 1986 till 1989 she was the department head. She later shifted research focus to comparative poverty studies within an interdisciplinary framework. In 1990 she became Сhairperson of the Center for Health and Social Policy Studies and initiated the Comparative Research Programme on Poverty (CROP) in 1991. In a few years, it became one of the major programs under the International Social Science Council (ISSC).
The foremost aim of CROP was to provide a scientific framework for the understanding of the many facets of poverty and to create an international arena where poverty researchers from different regions and disciplines could meet and exchange experiences. Her research interests include comparative studies of processes in the welfare state, comparative methodology, poverty in developed and developing countries and social policy theory. She has published over a dozen books on social policy issues, inequality, sociology of law and client research; edited volumes on comparative welfare state studies, comparative methodology, social policy, and poverty; articles on poverty research, methodological and ethical issues, principles of confidentiality, social policy, and social security.
Her research has had an impact on policy and policymakers, and she has contributed greatly to the Norwegian public debate as a defender of the welfare state. An example of this can be seen in her active involvement in public discussions during the run-up to the Norwegian EU referendum in 1994. Else Øyen has also worked as an adviser for a wide range of national and international organizations, including the Norwegian Research Council, the International Social Science Council, the World Health Organisation and UNESCO. She has lectured widely internationally and has been a visiting professor at several universities abroad.

1990Else Øyen served in several international committees and organizations. She was president of the International Social Science Council, vice-president of the International Sociological Association, as well as a participant of other national and international committees.
Else Øyen married Orjar Oyen in 1957. The marriage produced two children, Nina and Jonette. The couple divorced in 1985.
