Career
After graduating from Tokyo University in 1905 he was appointed professor at Meiji University. In between he was also a Councillor in Ministry of Navy, chief of Court of Administrative Law and Privy Councillor. He was conferred a doctorate, LL.D (1908). He was the author of «Summary of International Law».
