Eugene Skyler was born on February 26, 1840 in Ithaca, New York, United States.
In the years 1867-1875 Eugene Skyler was in the diplomatic service in Russia: from 1867 he was consul of the North American States in Moscow, from 1869 he was secretary of the American mission in St. Petersburg.
Translated into English the novel of Ivan Sergeyevich Turgenev "Fathers and Sons" (1867), the story of Leo Tolstoy "Cossacks" (1878). The author of a 2-volume historical biography of Peter I. After Russia, he represented US interests in many European countries.
In October 1868 Eugene Skyler came with Mikhail Alekseevich Venevitinov to the estate of the latter (Novozhivotinnoye village of the Voronezh district of the Voronezh province), took part in the celebrations on the occasion of the opening of the monument to Alexei Vasilyevich Koltsov in Voronezh (October 27, 1868).
