Career

Teacher, head teacher Malta Government Primary Schools, 1945-1965.

Chargé d'affaires Embassy of Malta, Tripoli, 1967-1969, 73-75. Permanent representative Mission of Malta to the United Nations, Geneva, 1969-1973, 75-84. Permanent secretary Ministry of Foreign Affairs, Valletta, Malta, 1987-1989, ambassador, adviser Malta, 1989-1992. Ambassador (non-resident) Malta Ministry of Foreign Affairs, Beijing and Pyongyang, 1992-1993, ambassador (resident) Madrid, 1993-1996, Athens, 1999 -2003 . Malta's chief negotiator Conference on Security and Cooperation in Europe (CSCE), including: head delegate to Helsinki, Finland, 1972-1973, joint head of delegation to Belgrade, Yugoslavia, 1977-1978, head of delegation to Montreux, Switzerland, 1978, and Madrid, 1980-1983. Retired in 2003.

Achievements

• Represented Malta in most sessions of the Conference on Security and Cooperation in Europe (CSCE) , 1973-1984, as well as United Nations meetings of the General Assembly (UNGA), the Conference on Trade and Development (UNCTAD), the Economic Commission for Europe (UNECE), the Third Conference on the Laws of the Sea (UNCLOS) and meetings of the UN specialised agencies based in Geneva.
