Graduated from the Ural State University, 1951.
During World War II, served in the Soviet Army. 1st Secretary of Sverdlovsk City Committee of the Komsomol, 1951-1956. Deputy chief, and chief of a dept, of Sverdlovsk City Oblast’ Committee of the Communist Party of the Soviet Union, 1952-1962.
Worked in the apparatus of the Central Committee, 1962-1972. Chairman of the USSR Committee for Cinematography from August 1972. Candidate member of the Central Committee of the Communist Party of the Soviet Union from 1981.
Replaced as Head of Cinematography by Elem Klimov in May 1985. Remembered as a ruthless and ignorant party bureaucrat. Played an active role in the arrest and imprisonment of one of the most talented Soviet filmmakers, Sergei Paradzhanov.
Under his rule hundreds of films were shelved.
