He was born on October 20, 1842 in Frankfort-on-the-Main, Germany, the son of Johann Justin and Caroline (Elssman) Soldan.
Frank attended German schools.
Soldan emigrated in 1863 to the United States with his wife, Ottilie (Bernhard), settled in St. Louis, Missouri, where he established a young ladies' academy, and in 1882 became a naturalized citizen.
In 1868 he began a notable career in connection with the St. Louis public school system. From instructor of modern languages in the high school, he was promoted to assistant superintendent in charge of instruction in German (1870); principal of the normal school (1871); principal of the combined normal and high schools (1887); and superintendent of instruction (1895), a position which he held until his death.
Soldan's service to education was not confined to St. Louis. In 1880 he organized the first normal institute for teachers in South Carolina, thus contributing to a state-wide educational revival. From 1877 until his death, he was an active member of the National Educational Association, serving it in various official capacities. He lectured frequently and contributed numerous articles to educational periodicals and to Western, a journal of literature published in St. Louis.
Closely associated with William Torrey Harris and others, he helped to make that city a center of culture.
He died in the midst of his varied activities, falling dead in the street while on his way to attend a conference with his assistant superintendents.
Frank Louis Soldan established a young ladies' academy in St. Louis. Although a pioneer in city school administration, he was largely influential in obtaining charter regulations, which provided for appropriate and definite allocation of educational responsibilities together with the authority to meet them. Besides, he organized the first normal institute for teachers in South Carolina. He published a couple of famous language books, Grube's Method: Two Essays on Elementary Instruction in Arithmetic; and The Century and the School, and Other Educational Essays. The St. Louis Soldan High School was named in his honor.
