Frederick Charles Brightly was born on August 26, 1812 and was a native of Bungay, in the county of Suffolk, England, where his father, Henry A. Brightly, was a stereotyper and publisher.
Frederick Brightly was educated privately, with a view to adopting a naval career, and when quite young served as a midshipman in the East Indian trade, studying navigation in 1829 with J. W. Norie of London.
In 1831 Frederick Brightly emigrated to the United States, settled in Philadelphia, took up the study of law, and was admitted to the bar in 1839. Devoting much attention to the early history of Pennsylvania, he soon was recognized as an authority on legal questions arising from incidents of the old régime. At the same time he established a reputation for reliability, mainly through an infinite capacity for taking pains, and gradually acquired an extensive practise, chiefly of a consultative nature.
In 1847 he published a practical treatise on The Law of Costs in Pennsylvania, which was followed by Reports of Cases decided by the Judges of the Supreme Court of Pennsylvania in the Court of Nisi Prius at Philadelphia and in the Supreme Court, 1809-1851 (1851).
His practise was now demanding the greater portion of his time, despite which he prepared a work of intrinsic merit, The Equitable Jurisdiction of the Courts of Pennsylvania (1855). The first volume of his Analytical Digest of the Laws of the United States appeared in 1858, the second volume, delayed till 1869, bringing the digest up to the latter date. The cordial reception accorded to his books now induced him to retire from practise and confine himself to the literary side of the law. He also edited the eighth edition of Binn's Justice or Magistratcs Daily Companion (1870).
The latter years of his life he spent principally at Germantown, where he died.
Because of Brightly's great interest in the early history of Pennsylvania, he assembled a very valuable library bearing upon this subject. His collection of Pennsylvania laws, colonial and republican, was the most complete in existence. They included The Second Bradford (1728) Laws of Pennsylvania, all the Franklin and Dunlap Laws, complete sets of the Pamphlet Laws, the Ordinances of Philadelphia, and a unique collection of rare legal periodicals. From 1868 onward he compiled a series of works, which, because of their accuracy, completeness, and lucidity of statement, commanded the confidence of the Pennsylvania bar and obtained a vogue beyond the confines of that state. First came a Digest of the Decisions of the Federal Courts from the Organization of the Government (1868), a second volume of which appeared in 1873, followed by The Bankrupt Law of the United States (1869); Leading Cases on the Law of Elections in the United States (1871); The Constitution of Pennsylvania as Amended in 1874 (1874); Digest of the Decisions of the Courts of the State of Pennsylvania, 1754-1877 (2 vols. , 1877), and two later volumes bringing the work down to 1891; and Digest of Decisions of the Courts of the State of New York from the Earliest Period to 1875 (1877), which later was brought down to the year 1884 in a subsequent volume. Another valuable contribution was his work on a well-known text, Digest of the Laws of Pennsylvania from the Year 1700, by John Purdon, Jr. He edited the eighth edition in 1853, the ninth edition in 1861, and the tenth edition in 1873, the digest being brought up to date in the intermediate years by annual supplements.

Shortly after his marriage he became a Catholic and was a prominent figure during the anti-Catholic riots of 1844.
In 1835 Brightly was married to Sarah Corfield, sister of William Corfield, with whom he had studied law.
