He was a school companion to Emperor Meiji in 1873. He was appointed a chamberlain in 1879.He visited Europe in 1885. He appointed Chief of the Bureau of Imperial Mews in 1889 and participated in the establishment of Imperial ranches in Chiba and Fukushima Prefectures and Hokkaido. Also contributed to the establishment of the Horse Bureau, Home Ministry. In his late years, he supervised the compilation of a biography of Emperor Meiji.
