When Empress regnant Shotoku died without determining who should succeed him, Momo-kawa supported Emperor Konin for the Throne. Although he was only a Court Councillor, he took an active part in every branch of administration. He insisted upon Prince Yamabe (later Emperor Kammu) becoming the Crown Prince in defiance of opposing opinions. Later was appointed Master of Ceremonies and General of the Central Guard. He was accorded the titles of Minister of the Right and Dajo Daijin (Prime Minister) posthumously.
