He was appointed a Court Councillor in 879. When Prime Minister Mototsune Fujiwara made Emperor Koko ascend the Throne in preference to Emperor Yozei, Morokuzu rendered valuable services in suppressing objections to the Prime Minister's choice. Appointed Chunagon (Vice-Minister) in 891.

Was a master player of the koto (harp).
