Fusetsu was born in 1866 in Edo, Japan.
Fusetsu studied Chinese painting of the South School of China (Nanga) under Unkyo Makabe and Western painting under Chu Asai and Shotaro Koyama. Studied in France from 1901 till 1905. Also visited Italy and England. After returning to Japan, he taught at the Taiheiyo Art Institute and became director of the art school.
In 1907 Fusetsu became a member of the display committee of the Education Ministry Exhibition and in 1919 a member of the Imperial Fine Arts Institute. He established at his own expenses the Calligraphical Museum in 1935 in which are preserved many valuable calligraphical specimens and materials relative to the art.
