He received from Victoria University of Manchester a B.Sc. (with honors) in 1957, then an M.Sc. in 1958 and a Ph.D. in 1960. He was postdoctoral fellow at the University of Wisconsin-Madison in 1960-1962.
He was also visiting fellow and visiting associate at Laboratory of Chemistry at the National Institutes of Health, Bethesda, MD from 1962 to 1965. He was also national judge Westinghouse Science Talent Search from 1965 to 1976. Since 1967 he was an adjunct professor at Georgetown University. Later, Milne was research chemist at National Heart, Lung, and Blood Institute from 1965 until 1981, and at the National Cancer Institute since 1981. Then he was chairperson of the Washington Mass Spectrometry Discussion Croup from 1969 to 1971. In 1980-1981 he was president of the NHLBI Assembly of Scientists. Then he worked as chief of Information Technology Branch, Developmental Therapeutics Program at the Division of Cancer Treatment from 1981 to 1988. Thereafter he worked as research chemist of the Laboratory of Medicinal Chemistry since 1988. Then he was president of Interassembly Council of Assemblies of Scientists in 1981-1983. Milne worked for the American Chemical Society as an editor since 1989. Besides, he was consultant to the National Bureau of Standards.
He was a member of the American Chemical Society (chair, Division of Computers in Chemistry, 1990-1992; a member of council, since 1992), American Society for Mass Spectrometry and American Association for the Advancement of Science.
He married Adell Browning on July 29, 1967, but they divorced in 1983. Then he married Madlyn Kay Skilling on February 17, 1984. Milne has 4 children: Robert W., Andrew K., Joanne L., Jennifer B.
