Also chairman, Central Committee, Famine Relief Organization(s) and Presidium member, Turkestani Central Executive Committee. Assistant chairman, then chairman, Turkestani Central Executive Committee. Helped found Moslem Bureau, Central Committee, Russian Communist Party (Bolsheviks).
1920 at Baku Congress of Peoples of the East, elected Council member. 1921-1922 Collegium member, Russian Soviet Federative Socialist Republic People's Commissariat of Nationalities, then Russian Soviet Federative Socialist Republic Deputy People's Commissar of Nationalities. November 1922—1924 again chairman, Turkestani Central Executive Committee.
Then head, Press Department, Kaz Kray Party Committee. May 1926—1937 deputy chairman, Russian Soviet Federative Socialist Republic Council of People's Commissar. At 12th Party Congress elected candidate member, Central Committee, All-Union Communist Party (Bolsheviks).
1937 arrested by State Security organs.
