Hanroku Yamaguchi was born on September 29, 1858 in Shimane Prefecture, Japan.
In 1871, Hanroku Yamaguchi joined Daigaku Nanko (predecessor of Tokyo University). In 1876, he was dispatched to France by Education Ministry.
In 1882, Hanroku Yamaguchi was employed by Mitsubishi Mail Steamship Company and was in charge of construction works. In 1885, he joined Education Ministry and participated in the construction of Tokyo University and other schools under the direct supervision of the ministry. In 1894, he joined Kuwabara Construction Company. When in 1897 it was decided to enlarge Osaka City, he was appointed in charge of planning of new streets.
