Background
Harufusa Kitabatake was born in Yamato Province (Nara Prefecture), and also known as Kyuhei Hiraoka. He belonged to the family who for generations were temple knights of Chugfl-ji Temple.

During the last days of the Shogun Harufusa Kitabatake became a fanatic patriot and fiercely opposed the entry of foreigners, but later under advice of Shige-nobu Okuma he changed his views. After the Meiji Restoration (1868) was appointed a judicial officer, to become President of Court of Appeal at Osaka (1891). When Shigenobu Okuma founded the Kaishinto Party, Harufusa resigned and joined the party.
