Since the eighth grade would be Heinemann lawyer. From 1919, he earned a degree in law and political science at the Universities of Münster, Marburg, Munich, Göttingen and Berlin, which he completed in 1922 with the first state exam.
His first doctorate in 1922 Dr. phil. at Philipps University in Marburg, as the political sciences were still based in the Faculty of Arts. In 1926, he was the second state examination. In 1929 in Münster his juris doctorate.
Von 1929 bis 1949 war er Justitiar der Rheinischen Stahlwerke in Essen.

In der Zeit des Nationalsozialismus engagierte sich Heinemann ab 1933 gegen staatliche Übergriffe auf die Kirche.
Von 1936 bis 1950 war er zudem Vorsitzender des Christlichen Vereins Junger Männer (CVJM) in Essen.
To 1955 he was the first president of the Council of the Evangelical Church, where he served until 1967. From 1949 to 1962 he was a member of the leadership of the Evangelical Church in the Rhineland.
In 1946 he was elected as mayor and held that office until 1949. In his capacity as Mayor of Essen Heinemann from 1945 to 1949, Chairman of the South German Railway Company (SEG) and remained until 1952 a member of the SEG's Supervisory Board. From 1947 to 1950 he was also a CDU member of parliament in North Rhine-Westphalia. Of 17 June 1947 to 7 September 1948 he was made by the Prime Minister Karl Arnold (CDU) government of North Rhine-Westphalia as a minister of justice.
On 1 December 1966 Heinemann Federal Minister of Justice was conducted.
From 1 July 1969 to 1 July 1974 was Heinemann President
Heinemann 1952 left the CDU and founded the All-German People's Party (GVP). In 1957 he joined the SPD.
In 1926 Heinemann married Hilda Ordemann. Gustav and Hilda Heinemann had three daughters: Uta (later Uta Ranke-Heinemann), Christa (mother of Christina Rau, federal president Johannes Rau's wife), and Barbara, and a son: Peter.
