STORCH, Heinrich Friedrich Von was born in 1766 in Riga, Russia.
His historical-statistical work on Russia and published lectures on political economy were his two sources of fame. Though basically a Smithian, he developed a theory of stages in economic development, with different economic principles needed to explain
the workings of each stage. His later work was largely concerned with questions of national income.
