Hideo Tsutsumi was born in 1888 in Hokkaido, Japan.
In 1913, Hideo Tsutsumi graduated from Waseda University.
After graduating from the university, Hideo Tsutsumi remained as assistant professor to eventually become in the course of his 30 years’ association with his alma mater dean of the university’s faculty of science and engineering (1950). In 1935, he was conferred a doctorate.
Since the end of World War II Hideo Tsutsumi was interested in harnessing atomic energy for peaceful purposes. Among his works are "What Atomic Energy Produces" and "An Exercise on Questions Regarding Electrical Calculations".
