Hoshi Bimshichi was born in 1915.
He became a probational official of Ministry of Foreign Affairs, assigned to England. Assigned to various offices of the Ministry (1942-51), and then assigned to the overseas office at Geneva (1951) and then became consul at Geneva (1952). While staying there attended various international meetings as Japan representative. Appointed cnief of the First Section of the International Cooperation Bureau (1953) and later in the same year assigned to the Board of Chamberlains. Appointed assistant inspector of Ministry of Foreign Affairs (1955).
