He graduated from the Massachusetts Institute of Technology, U.S.A., with Bachelor of Science degree in engineering.
Career
Mr. Chou was a municipal engineer the Municipal Government of Peking. He also served as a lecturer at the Peking National University and member of Technical Committee of Yangtsze River Conservancy Commission. He occupied positions of director of the River Conservancy Bureau of the National Reconstruction Commission, Mayor of Hangzhou Municipality, counsellor to the Ministry of Finance, Chairman of Yangtsze River Conservancy Commission. Since 1934 Chou Hsiang-hsien was re-appointed Mayor of Hangzhou Municipality.
