Mr. Chen served in the Board of Education during the Manchu regime. He became president of the National College, Beijing in 1911. Since 1919 Chen Pao-chuan was appointed secretary of Tianjin (Tientsin) Municipal Government. He worked as a director of the bureau of education of the Metropolitan Municipal Government. Peking. From 1930 Mr. Chen served as a chief of general affairs of the Haiho Commission and concurrently member of the Hebei (Hopei) Provincial Government. Between 1930 and 1934 he took up the post of a commissioner of Education of Hebei (Hopei).
