Mr. Lu was a chief of the foreign affairs section in the office of the Viceroy of Liang Kiang, junior secretary of the Ministry of Finance in 1912 and director of the loans department of the same Ministry in 1913-1919 and as such, participated in all important financial transactions of the Peking Government during this period
He was also acting vice-Minister of Finance in 1919, vice-Minister of Finance in 1921-1922 and elected vice-President of the Bank of Communications in 1925. Moreover, he took positions of managing Director of the Chekiang Industrial Bank since 1930 and Director of the Central Mint in 1933-1935,Supervisor of the China Merchants Steam Navigation Co., since 1933.
