Hua-Chuen Mei studied in San Francisco Public and Chinese Schools in 1896-1898, New York Public and High Schools in 1898-1904. He was twice Valedictorian and three prize medals. Mr. Mei also matriculated in Liberal Arts, College of the City of New York in 1904-1908 and at Columbia University in 1908-1911 (Bachelor of Science) and elected to Phi Beta Kappa, (Honorary Society of Scholars) on June 1911.
Hua-Chuen Mei worked as assistant manager of Chinese Students' Monthly in 1909-1911. He worked in Columbia Law School in 1911-1913. He was also a Chinese interpreter in New York Courts in 1910-1916 and English secretary, Tung-Meng-Hui in New York Branch Kuomingtang in 1911-1915. Then he became secretary and director of The China Society of America, Inc. in New York in 1912-1915 and book reviewer of works on China and Chinese.
He was admitted to bar of New York Supreme Court, also bars of United States District Court, and United States Cricuit of Appeals in New York in 1915 and International Mixed Court in Shanghai, United States Court for China in 1916. Mr. Mei was licentiate in Ministry of Justice in Peking, China in 1917. He worked in Ministry Justice in Nanking, China in 1927 and then arrived in China on September, 1915. Moreover, he worked as a director of Intelligence Bureau, Southern Peace Delegation in Shanghai, China in1919 and adviser, China Bureau of Public Information in Shanghai, China in 1919-1922.
