Mr. Kao was born in Manila, Philippines, in 1898.
He finished his primary education at the Anglo-Chinese School of Manila and completed his secondary education at St. Joseph's College at Hong Kong. Mr. Nubia graduated from the Philippine Law School with Bachelor of Laws degree in 1922. He took post-graduate work at the Georgetown University in Washington, D.C., U.S.A., from which he received Master of Laws and Doctor of Juridical Science degrees. Marcelo Nubia passed with honor the Bar examination given by the Philippine Government upon return to the Islands and was granted a licence to practise generally in the Philippines.
Marcelo Nubia was engaged in legal practice since return. He acted as a president of the "Chinese Community", one of the three biggest Chinese Organizations in the Philippines, which is the proprietor of the "Philippine Chinese General Hospital" and "Chinese Cemetery".
Mr. Nubia was a director of the China Banking Corporation and co-chairman of the "Philippine Chinese National Salvation Association". He served as a chairman of the Committee of Foreign Affairs and Honorary Secretary of the "Philippine Chinese General Chamber of Commerce". Marcelo Nubia was a chairman of the Committee of the "China Aero Institute, Manila Chapter". Later he became a chairman of the Philippine Chapter of the Chinese Scouts. Mr. Nubia was a legal advisor to the Chinese Consulate General in the Philippines and advisor of the "Head Organization, China Aero Institute".
