Diemer, Hugo was born on November 18, 1870 in Cincinnati, Ohio, United States. Son of Theodore and Bertha L. (Huene) Diemer.

With Addyston Pipe & Steel Company, Cincinnati, 1888-1892. Bullock Electric Manufacturing Company and Westinghouse Electric & Manufacturing Company, 1896-1900. Assistant professor mechanic engineering, Michigan Agricultural College, 1900-1901.

Associate professor mechanic engineering, University of Kansas, 1901-1904. Construction engineering, Indianapolis and Chicago, 1904-1907. Professor mechanic engineering, in charge of department, 1907-1909, professor industrial engineering, 1909-1919, Pennsylvania State College Commissioned major ordnance department, 1917, then lieut. colonel.
