Ichio Okubo served five Shogun beginning with Ienari Tokugawa, the 11th Shogun of the Tokugawa Dynasty. Together with Kaishu (Yasuyoshi) Katsu, he successfully endeavored to persuade Shogunate retainers to conform with Shogun Yoshinobu's pledge to be loyal to the Imperial Court.
He was Magistrate of Nagasaki and then Magistrate of Foreign Affairs. At the time of the downfall of the Shogunate, he was Chief Auditor and Wakatoshiyori (vice-minister of the Shoqunate). After the Meiji Restoration (1868), he was appointed Chief Councilor of the Shizuoka Clan Governor of Tokyo Prefecture (1872), high official of the Education Ministry and a Senator (1872). Was made a Viscount (1887).
