Ichiro Yamanouchi was born in 1896 in Kagoshima prefecture of Japan located on the island of Kyushu.
Ichiro Yamanouchi graduated from the Political Science Department of Tokyo University (1920). In 1922-1924 he studied in Germany, France and Italy as overseas research student.
After the studies Ichiro Yamanouchi became the assistant at Law Department at his alma mater. Later he became the assistant professor (1924) and then professor of Law Department of Kyushu University. Ichiro Yamanouchi was the professor of Tokyo University and the member of Social Science Research Institute (1945). He was also the elected member of Japan Science Council (1949) and assumed additional posts of councilor of Minshu-shugi Kagakusha Kyokai (Democratic Scientists' Association) and the director of Hikakuho Gakukai (Comparative Law Society), Nihon Koho Gakukai (Japan Public Law Society) and Japan-Soviet Friendship Association.
Ichiro Yamanouchi is the author of the book "Sorempo-no Kempo" ("The Constitution of the Soviet Union").
