Masaaki Tomii was born on October 16, 1858 in Kyoto, Japan.
He graduated from School of Foreign Languages (1877) and went to France to study law.
Upon his return (1883) Masaaki Tomii was appointed first a professor of law at Tokyo University and then dean of its Law Faculty. During this period, he became a member of the House of Peers by Imperial nomination and also nominated a member of the Imperial Academy.
Masaaki Tomii rendered distinguished services to legislation in this country and helped draft the new law code. During the Russo-Japanese War (1904-1905) he was ranked amongst the "seven doctors" who advocated stern measures against Russia. Did much to improve the standard of education in law as president of Ritsumeikan University. Was appointed a member of the Privy Council (1918).
Wrote several books, foremost of which is "Principles of Civil Law."
