Newby was born on October 3, 1931 in Hawkinsville, Georgia, United States; the son of Idus A. Newby and Nomie Bell (Floyd) Newby.
Newby received a Bachelor of Science degree from Georgia Southern University in 1951. Six years later he earned his Master of Arts degree from the University of Southern California. In 1962, Idus was given a Doctor of Philosophy degree from the University of California, Los Angeles.
Newby served as a sergeant in the United States Air Force from 1951 to 1955. He began his career as an assistant professor of history at Western Washington University in 1962. A year later he took the same position at the California State University. Then in 1966, Idus was appointed an assistant professor and associate professor in 1968 at the University of Hawaii. In 1970, he became a professor at the same university. Since 1997 Newby has been a professor emeritus at the University of Hawaii.
