He graduated from the Voronezh Industrial Technical School (1928), the construction department of the Voronezh Course of Transport Engineers (1931).
Igor Nikolaevich worked in the construction (1927-1936), housing (1936-1937) department of the South-Eastern Railway, "Oblremstroyproekt" (1937-1941). During the Great Patriotic War, he carried out projects of units camouflage security and restoration construction (from 1943 - in Voronezh).
He was a head (1945-1946), senior lecturer (1946-1950) of the department of architecture, Voronezh Civil Engineering Institute. At the same time a professor at the Voronezh Agricultural Institute (1948-1949).
In 1950 he moved to Yuzhno-Sakhalinsk, where he worked in the architecture department at the Sakhalin Regional Executive Committee.
In Voronezh, he completed more than 40 design works, including 3 projects together with N. V. Troitsky of residential house- "accordion" (1929), Office of the South-Eastern Railway (1929), house-commune in Michurinsk, Tambov region (1930); reconstruction projects of the main station in Stalingrad (1932) and Voronezh (1935).
For Voronezh, there were created projects for the kitchen factory of the "Electrosignal" plant (1937), the building of the radio technical school (1939), the architect for the design of the garment factory "Rabotnitsa" (1945), the editorial office of the newspaper "Kommuna" (1946), the restoration of the building complex of the Voronezh Agricultural Institute with A. I. Trunov and a number of residential buildings on the main streets of the city.
